Texas A&M University Accessible Parking Study

Texas A&M University Transportation Services contracted with Kimley-Horn and Associates, Inc. to complete a study to determine 1) if the campus has the correct total number of accessible parking spaces, 2) ensure that these accessible parking spaces are located appropriately, and 3) determine the compliance of existing accessible parking spaces to current standards. Additionally, accessible parking for non-standard campus events was reviewed and a procedure for adding future accessible parking spaces will be developed. One result of this study was approval by the Texas Department of Licensing and Regulation to calculate accessible space needs based on a unique, “Zone” approach.

Video: Where Not to Park

In Lexington The Mayor’s Commission for Citizens with Disabilities worked with LEXPARK, the Lexignton Police and the City Counsel to pass an ordinance that makes it ilitgal to park in the hash marked area next to an ADA parking space, even if you have a placard. The fine is $250.

Uniform System For Parking For Persons With Disabilities

This federal regulation establishes the criteria for determining who qualifies for a parking placard or plate, requires reciprocity among the states, and recognizes the International Symbol of Accessibility as the identifying symbol.

AAMVA Best Practices Guide in Deterring and Detecting Fraud and Misuse

The Best Practices Guide assists motor vehicle departments in improving the issuance of disability placards and plates, the deterrence and detection of fraud in these areas, and the enforcement of disability parking violations. The intent is not to identify the one approach that all jurisdictions should follow but rather to serve as a starting point for an informed local discussion on how best to marry needs for accessible parking with needs for general parking. 

The Best Practices Guide provides guidance in the following areas; Fraud identification, issuance and renewal processes, product standards, medical issues and requirements, outreach and education, enforcement strategies, and legislation, case law, and legal challenges.

This publication resulted from a cooperative agreement between the U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA), and the American Association of Motor Vehicle Administrators (AAMVA).

8-Minute Animation Video on Parking and Passenger Loading Zones regarding accessible parking spaces are required for each parking facility on a site, such as lots and garages. Requirements apply equally to public and employee or restricted parking. On sites with multiple parking facilities, the minimum number of accessible spaces must be calculated separately for each parking facility instead of on the combined total of parking spaces provided on the site. At least one of every 6 accessible spaces, or fraction of 6, in each parking facility must be sized to accommodate vans..
